Medicare Competitive Bidding

The Issue:

Thank you for taking action on this issue! Together, we won the fight for access to medical equipment on which our health depends.

Medicare policy would have included the implementation of a competitive bidding process that would have limited patient vendor selection to one or two preselected equipment vendors. This would have drastically reduced customer service of vendors as well as individual tailorization of equipment to an individual’s needs by promoting a ‘one-size-fits-all’ concept of care.

Legislation:

Medicare Improvements for Patients and Providers Act of 2008 [H.R. 6331]

Sponsor: Rep. Charles Rangel (D-NY)

Legislation Overview:

H.R. 6331 exempted complex power wheelchairs from the competitive bidding process and delayed implementation of remaining competitive bidding applications until after 2011. This legislation improved healthcare services, enhanced low-income benefit programs, and ensured that all Medicare beneficiaries maintain access to quality health services and durable medical equipment.

Both the Senate and House passed H.R. 6331 by large margins and on July 16, 2008, legislators overrode a presidential veto of the bill.
